Council Minutes - Nov 7/07November 7, 2007 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting November 7th, 2007 The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Crack, Hope and Stevens. Absent with notice was Councillor Sullivan. 07-122 Moved by W. Stevens Seconded by R. Hope Resolved to approve the minutes of the October 3rd, 2007 meeting as presented. Carried 07-123 Moved by L. Crack Seconded by R. Hope Resolved to authorize payment of Voucher #07-10 in the amount of $88,435.44. Carried The Problem Detail Sheet Summary was reviewed. One item was closed, as the Office roof has been re-shingled. A couple maintenance jobs and clean-up tasks were added. The Clerks Report was noted. There are several new requirements that must be met before the end of the year as well as the changes to the accounting to include the value of tangible capital assets with the main work for this being in 2008. The Landfill report included information of the amount of material that was brought to the Sault hazardous waste site. This is all material that will not be deposited in the landfill. Information was received from Great Lakes Power Ltd. on the application for new rates. GLP has proposed rates that would increase the total residential bills by 2.3%. Small business rates, which would include the Village buildings, would see an 8.2% decrease. Other rates have difference increases and decreases. It is expected that the decision will be made by the Ontario Energy Board in April or May. A resolution was received from the Township of Wellington North appealing the number of samples mandated in the new lead sampling program as well as the fact that each small water system has to be tested separately, resulting in very high costs. The Village is protesting the fact that only those on communal systems will be tested and municipalities are being made responsible for the lead testing. Information was received from the Ministry of the Environment on an information session on the new lead sampling and testing amendments to be held on Nov. 29th in the Sault. The Clerk will attend. Estimates were received from OCWA on recommended 2008 capital works for the water and sewer system. While some of the items are routine, Council questioned why there are recommendations for several spare parts. It will be recommended that there be a pool of parts that are compatible to several plants and that the plant in the area that uses a part would then pay for it. The application to the Ontario Small Waterworks Assistance Program was acknowledged. A response is expected to be forthcoming in a month. Notice was received from the Township of St. Joseph of that municipalitys withdrawal from the joint recycling project. Council acknowledged that there would be more participation if the bins were at the landfill and not the present site. However, it was understood that the cost of having the service at the landfill would be prohibitive. This will be monitored in the upcoming year. A copy of the ad that was published in the Sentinel detailing the benefits of recycling was received from the Township of Tarbutt who administers the program. A reminder of the timeline for compliance with the annual municipal requirements of the Emergency Management and Civil Protection Act was received from the Ministry of Community Safety and Correctional Services. Information was received from the Ontario Ombudsman and the Association of Municipalities of Ontario regarding the appointment of a meeting investigator. Council decided to use the Ontario Ombudsman. Correspondence was received from Dennis Thompson per the requirements of the Institute of Chartered Accountants confirming that firms independence from the Village, which is an audit client. The work plan to implement the recommendation of the MMAH report was considered. 07-124 Moved by R. Hope Seconded by W. Stevens Resolved to adopt the work plan to implement the recommendations of the Ministry of Municipal Affairs and Housing report as finalized. Carried 07-125 Moved by L. Crack Seconded by R. Hope Resolved to petition the Ministry of Transportation for the supply of 100 tonnes of treated sand for the 2007 2008 season. Carried The requirements for compliance with Section 270 of the Municipal Act were discussed. 07-126 Moved by W. Stevens Seconded by R. Hope Resolved to give first, second and third readings to By-law #917 being a by-law to confirm the proceedings of the Council meeting held November 7th, 2007 and confirm the taking of any action authorized therein and thereby. Carried 07-127 Moved by R. Hope Seconded by W. Stevens Resolved to adjourn to meet again on December 12th, 2007 or at the call of the Mayor. Carried SMOKE DETECTORS Check the batteries on your smoke detectors. Also, remember that the law now requires that there is at least one working smoke detector on each level. APPRECIATION CORNER To eveyone who helped to make the Giant Christmas Craft Show such a success. Besides being a fun event, this is a fundraiser for the Hilton Beach Recreation Committee, the Hilton Union Public Library and the Childrens Library.
