Council Minutes - June 6/06June 6, 2007 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting June 6, 2007 The meeting was called to order at 7:30 p.m. Present were Mayor Hore and Councillors Crack, Hope, Stevens and Sullivan. Mayor Hore opened the public meeting regarding the sale of a portion of shore road allowance west of the Trailer Park. Representatives attended on behalf of the prospective purchasers. Two agencies had responded to the notice and indicated that there was no concern with the sale. No individual expressed concern in writing or in person. Mayor Hore thanked the delegates for attending. 07-70 Moved by J. Sullivan Seconded by W. Stevens Resolved to approve the minutes of the May 2nd, 2007 meeting as presented. Carried 07-71 Moved by L. Crack Seconded by R. Hope Resolved to authorize payment of Voucher #07-5 in the amount of $55,535.33. Carried The Problem Detail Sheet Summary was reviewed. Action was decided on a couple of items. No new ones were added. The Clerks Report was reviewed. There will be a training workshop on the changes to the Municipal Act on June 12th so the office will be closed for the day. The payroll and accounts receivable modules will be installed on the accounting program this month. The water and sewer invoicing will be automated and the invoices will look different. Both programs will save time and increase efficiency. The Marina Report was reviewed. Seasonal dockage has reached the level set by Council of 120 slips. Repair and maintenance tasks are being done prior to the busy part of the season. Landfill reports for April and May were noted. The site has been quite busy. The revenue from sales of miscellaneous items will be used for the summer recreation program, which is enjoyed by children from all municipalities. Notice was received that a resolution was needed to confirm the appointment of Jean Robbins to the Algoma Manor Board. 07-72 Moved by L. Crack Seconded by J. Sullivan Resolved to appoint Jean Robbins to the Algoma Manor Board of Management. Carried Tim Burns of the Ministry of Health expressed appreciation to Councils of the twenty-one municipalities that agreed to the redevelopment plan and payment schedule for the Algoma Manor. An invitation was received from the St. Joseph Island Museum to an Open House to be held at the Museum Village on June 14th at 7 p.m. The Fire Department Call Report for the recent landfill fire was received from Quattra, the paging company. Council was very impressed with the response times. The Hilton Department were out of the station three minutes after confirming the call and the Jocelyn Department trucks were out four minutes after confirming the call. The St. Joseph Department was called out later and those times are not on this report. All Departments are to be commended for their response time and the way that they all worked together on site. Notification was received from OCWA of some regular maintenance that has to be done at the Sewage Pumping Station. It is scheduled for June 18th and will involve vacuuming of the accumulated sludge. This should be done every three to five years. Correspondence was received from the Ministry of Transportation acknowledging the Villages position regarding the four-way stop at the Base Line Hilton Rd. intersection and confirming their commitment to maintain Highway 548 in such a way that travel up the Hilton Road from a stop would not be a problem. The Ministry of Transportation responded to the letter from the Village regarding winter maintenance of Highway 548. They explained the March 1 2, 2007 incident and provided assurance that their overall operations do meet the standards. Information was received from both the Ministry of Transportation and the Ontario Good Roads Association regarding the Municipal DataWorks that has been developed by the OGRA. It is to be available to municipalities initially at no cost as a tool for long-term asset management and Public Sector Accounting Board compliance. Further information will be obtained such as the cost of OGRA membership and an indication if this tool is necessary or helpful for a municipality the size of the Village. Notice that the Growth Plan for Northern Ontario under the Places to Grow Act was received from the Ministers of Public Infrastructure Renewal, Northern Development and Mines and Natural Resources and Aboriginal Affairs. The annual request was received from the Public School for a donation to a graduating student. All Island municipalities do this annually. 07-73 Moved by W. Stevens Seconded by R. Hope Resolved to donate $50. to one of the winners of the Academic or General Proficiency Awards of the Grade Eight graduating class at the St. Joseph Island Central School. Carried Notice was received from the Ministry of the Environment that the Licensing of Municipal Drinking Water Systems Regulation has been finalized and is posted on the Environmental Bill of Rights Registry. This new licensing requirement will be costly to municipalities. A copy of correspondence to the Planning Board regarding the lateness of the packages and notice of meeting changes was noted. No response has been received from the Planning Board. Funding has been received under the Summer Experience Program for the Recreation Coordinator. As well, funding has been received from the Federal Summer Career program for the marina and from Northern Development and Mines for the recreation assistant and Hilton Web Connection employee. A copy of a resolution was received from the Township of St. Joseph regarding the class allocation plan for the Public School. Council thought that there was considerable opportunity for ratepayers to have input to the Board and that it was not an area where the municipality should become involved. The by-law for the sale of the portion of shore road allowance considered earlier in the meeting was tabled. 07-74 Moved by J. Sullivan Seconded by W. Stevens Resolved to give first, second and third readings to By-law #905r being a by-law to stop-up, close and sell that part of the original road allowance lying in front of Lot D, Concession 17, more particularly described as Part 4, 1R-10200. Carried An addendum to the funding agreement for the studies for water was received reflecting the final costs. Once signed hopefully the final payment will be sent. There is a 10% holdback on this project consistent with MOE policy so that some of this amount has been carried by the Village since the beginning of the project in 2002. 07-75 Moved by W. Crack Resolved to give first, second and third readings to By-law #906 being a by-law to enter into the Addendum to the Studies Funding Agreement under Round 1 of the Ontario Small Town and Rural Development Infrastructure initiative. Carried Council had to go into closed meeting to discuss a legal issue. 07-76 Moved by R. Hope Seconded by L. Crack Resolved to go into closed meeting. Carried 07-77 Moved by W. Crack Resolved to give first, second and third readings to By-law #907 being a by-law to confirm the proceedings of the Council meeting held June 6th, 2007 and confirm the taking of any action authorized therein and thereby. Carried 07-79 Moved by J. Sullivan Seconded by R. Hope Resolved to adjourn to meet again on July 4th, 2007 or at the call of the Mayor. Carried VILLAGE WIDE GARAGE SALE The Village garage sale will be on June 23rd starting at 8:00 a.m. This will coincide with the Fishing Derby and the first day of the Open Air Market so it should be a very busy day. If you want to be on the map please contact the Village Office (246-2242) by June 18th. There is no charge to be involved. The Recreation Committee is having a table again beside the Library. Proceeds last year went toward the cost of upgrading the power for Community Night. The $600 that was raised from the two sales greatly helped the Committee pay for the upgrades. Proceeds this year will be put towards the summer childrens recreation program. If you have items that you would like to contribute please call the Village Office. Depending on the size and number of items they can brought to the Office or Workshop. The summer program is open to all children permanent, seasonal or visitors and they do not have to be residents of the Village. Therefore, if you have items that you want to donate please call! APPRECIATION CORNER To Sherrie and Graham Kent for cleaning and delivering the fish after the Outdoor Show to the seniors in the Island Villa and others. To Dana and Wilfred Stevens for donating the dog for a special at the panda booth for Community Night. To Wayne Van Sickle for the donation of the box of nautical books to the North Channel Mariners Library. To Bill Hibbard for noticing the problem with the water line at the Marina and helping to fix it. To Vern and Becky Carndiff for donating the collectable snowman for the panda booth for Community Night. To Dave Leask for fixing the phones at the Hall. |
