Council Minutes - Jul 5/06July 5, 2006 INCORPORATED VILLAGE OF HILTON BEACH Council Meeting July 5, 2006 The meeting was called to order at 7:30 p.m. Present were Reeve Hore and Councillors Crack, Hope and Stevens. Absent with notice was Councillor Sullivan. 6.74Moved by W. Stevens Seconded by R. Hope Resolved to approve the minutes of the May 29th, 2006 meeting as presented. Carried 6.75Moved by W. Stevens Seconded by L. Crack Resolved to approve the minutes of the June 14th, 2006 meeting as presented. Carried 6.76Moved by L. Crack Seconded by W. Stevens Resolve to authorize payment of Voucher #06-06 in the amount of $106,606.61. Carried The Problem Detail Sheet summary was reviewed. It was decided that estimates should be obtained on the cost of painting the upper level of the exterior of the hall. It is looking shabby and the wood will continue to deteriorate. It was also noted that the vents on the old section might not be functioning correctly. The Clerks Report was noted. Work continues on wrapping up the marina project, budget considerations are underway, staff orientation and training as needed as well as preparation for the special events. The landfill report was reviewed. Mr. Laude is encouraging recycling on and off the site. The Marina Report showed a strong start to the season. Response to the expansion has been positive and it is expected that this will be an excellent year. The Ministry of the Environment annual report on the sewage plant reported no problems. The 2005 report for the recycling depot at the corner of Highways 17 and 548 was reviewed. Tonnage has steadily increased over the years: 2002 158, 2003 195, 2004 225 and 2005 290. The tonnage is allocated to the participating municipalities on the basis of households and the Village is credited with 11.8 tonnes. In addition, all the scrap metal was removed from the Hilton Landfill and the tires are being removed to be recycled. Chris Jones of Meridian Planning responded to the Villages earlier comments on Draft #4 of the Official Plan, providing explanations and noting where changes will be made. Notification was received from the Ministry of Natural Resources that the Ministry believes that the deer harvest and deer population on the Island are both stable. Because of the increased number of days of hunting, they are recommending a reduction in the number of antlerless tags from 500 to 425 as they expect that more tags will be filled. The Ministry of the Environment indicated that if funding remains from the $10,000 for the initial source protection technical study municipalities may do enhanced work with the remaining funds. A request for support of a resolution on the Ontario Clean Water Act was considered. Council did not endorse it, as there was not sufficient information. The new Minister for FedNor provided an update on the program. FedNor will continue. Information was received on Round #3 of the Canada-Ontario Municipal Rural Infrastructure Program. Council had not applied for funding under the first two rounds and did not have an appropriate project for this round either. An update was received from MPAC. The Province had cancelled re-assessments for 2006 and 2007 to allow the agency to implement the changes recommended by the Ombudsman. Council expressed frustration with MPAC and concern that there would be a large increase at the end of the moratorium. If the changes to the assessments are not even, owners of one or more types of properties may experience large increases in their tax bills. An invitation was received to the open house at the Algoma Music Camp. A copy of the financial statements for the Planning Board was received. The lease for the federal property for the marina is up for renewal. It is expected that the property will be transferred to the municipality sometime during the term of this lease period. 06-77 Moved by R. Hope Seconded by L. Carried APPRECIATION CORNER To the Hilton Union Fire Department for once again putting up the Open Air Market tent. To those who participated in the Village-wide Garage Sale on July 1st. It brought a lot of people to the community. To those vendors who are coming to market as well as the shoppers. Besides providing a service, the market raises funds through the sale of the produce and table rent. The revenue from last year will be used to purchase chess and checker pieces for the giant boards at the Waterfront Centre. These will be available for all to use residents, boaters, cottagers and visitors. Funds from this year will be used for another piece of playground equipment. To Natalie and Paul Wynia for donating the stone for a flowerbed. It will be incorporated into the Village Welcome sign that will be put on the property acquired from the Anglican Church after the church was moved. To Donna Schell for providing copies of photos taken at the Senior of the Year presentation ORRELL RAINS SENIOR OF THE YEAR - Remarks by Reeve Hore Orrell Rains is a very worthy recipient of this award. He is an active volunteer in the community. This includes helping with the set-up and tear-down for the Hilton Community Night every year, coming out for the annual street sweeping and clean-up and doing clean-up at Forbes Community Park. As well, Orrell is one of the original members of the St. Joseph Island Voyageurs Snowmobile Club. Through out the years he has donated countless hours on trail maintenance for the Club. He has also volunteered for the Lopet and Snowarama. Every year the Village purchases accident coverage for the benefit of their volunteers in case they have an accident. We are required to provide the date of birth of those who are 75 and over. Orrell has been on that list for quite some time now! This is an excellent example to those who are much younger especially since all of his volunteer work involves physical labour. Orrell is one who prefers to work behind the scenes and does not seek recognition. However, we do want to shine the spot light on him at this time. It is my pleasure to recognize Orrell on behalf of his community. RECREATION PROGRAM The summer recreation program has started again. There will be a large variety of activities. Posters will be put up in various locations each week. There is no cost for the program and all children are welcome. Children may participate for a day or two when they are visiting or consistently throughout the program. GARAGE SALE Hilton Beach Recreation will be holding a giant garage sale beside the Library. Due to the terrific support of people offering to donate items, the Committee will be holding a garage sale again Saturday, July 8th from 8 a.m. All proceeds will be used to upgrade the power to meet the new requirements of Great Lakes Power so that Community Night may continue to be held.
